Countrywide will not approve a Partial Claim, do they have to?

Countrywide has REFUSED to consider a partial claim...they have said I don't qualify for anything until recently, not they say I may qualify for a special forbearance, except I cannot meet those terms. They say they don't have to tell me why I don't "qualify" for the partial claim. Everything I have researched says I should qualify.

in order to qualify for a partial claim, you have to be able to make payments on time without having the rate or payments reduced. the amount you are delinquent is put at the end of the loan. the servicer does have to tell you what the decline reason is. it is the law.
